Alexandre de Ávila Gomide
Doctor in Public Administration;
Director of State Studies and Policies, Institutions and Democracy at IPEA.
He has a PhD in Public Administration and Government from FGV-SP (2011), with a sandwich period in the Political Science department at UC Berkeley (2009); master's degree in Economics from UFRGS (1998); and a bachelor's degree in Economic Sciences from UFU (1992). Completed a postdoctoral period as a Visiting Scholar at the School of Global Policy and Strategy (GPS) at the University of California, San Diego (2019-20). He has been a member of the Planning and Research career at the Institute for Applied Economic Research (IPEA) since 1997. At Ipea, he was twice director of Studies and Policies of the State, Institutions and Democracy (2011-12 and 2017-19); Director of the Postgraduate Program (2017-19); Head of Technical Advisory at the presidential office (2015-16); and director of Cooperation and Development (2006-7). He was director of Regulation and Management at the Ministry of Cities (2004-7) and director of Urban Mobility Programs at PAC, at the Ministry of Planning and Management (2013), among other senior management and advisory positions in the federal government and subnational governments . He is a permanent professor of the Professional Master's Degree in Public Policies and Development at IPEA and the Professional Master's Degree in Public Administration at the Brazilian Institute of Education, Development and Research (IDP). He is also a contributing professor for specialization, improvement and career training courses at the National School of Public Administration (ENAP). Currently, he coordinates research projects on state capabilities, bureaucracy and public policy. His works have already been published in DADOS Revista de Ciências Sociais, Governance, International Review of Administrative Sciences, Public Utilities, Revista de Administração Pública, Revista de Sociologia e Política, among other scientific journals. He is also a book organizer and author of chapters published by Ipea.
