PhD in Economics from the Catholic University of Brasília (Capes 6), has a Master's degree in Regulation and Business Management from the Department of Economics at the University of Brasília. Graduated in Economics (2005) and Law (2013), with a postgraduate degree in Tax Law from PUC-Minas. He is a legislative consultant in the Chamber of Deputies, producing opinion opinions, legislative proposals, studies and other activities to support Deputies and Chamber bodies, in the performance of their legislative, parliamentary and supervisory functions. He is a founding partner of Deltainfra Consultoria (www.deltainfra.com.br). He is a professor of undergraduate and postgraduate courses and executive coordinator of the Master's in Economics at the Brazilian Institute of Education, Development and Research (IDP). He was Secretary of Transport Partnerships at the Special Secretariat of the Investment Partnership Program - PPI of the Ministry of Economy, between 2019 and 2021, working on structuring tenders in the highways, railways, ports, airports, urban mobility sectors, among others. He was General Coordinator of Regulatory Policies at the National Civil Aviation Secretariat, having worked on structuring airport concessions and on policies to promote the air transport market. He was appointed to the position of Specialist in Public Services Regulation at the National Electric Energy Agency, working mainly in the economic regulation of concession contracts for electric energy distribution and transmission services. He has experience and special interest in sub-areas of Economics and Law, including economic regulation, infrastructure and public service concessions, regulatory law, competition defense, evaluation of public policies, fiscal federalism and public finances.
