IDP professor publishes article in RAC magazine
IDP's professor and doctor of administration, Pedro Cavalcante, published his article “Innovations in the Federal Government during the Age New Public Management” recently in the Journal of Contemporary Administration - RAC of ANPAD - National Association of Graduate Studies and Research in Administration. ANPAD is today one of the main organs of linked to the production of scientific content of administration, being recognized internationally.
The article is the result of a research agenda that the Professor has been developing for three years. “I seek to understand to what extent public management initiatives in Brazil are innovative and convergent with international trends in public administration. In this sense, advancing knowledge of the characteristics, barriers and inducers of innovative processes in Brazil contributes both to the qualification of academic debate and to the improvement of government practices”, comments the Professor.
According to the Professor, teaching at an institution like IDP helps in the production of scientific articles. “Teaching is always an excellent opportunity to share knowledge and learn from different perspectives on public policy and management. Furthermore, the IDP also encourages research, participation in academic conferences and publications in scientific journals, which is positive both for the master's program and for the qualification of teachers and students”, emphasizes the researcher.

“The main objective of the article is to analyze whether innovations in the federal government follow international trends in public administration, especially in the post New Public Management Era (NGP). The article, as an exploratory descriptive research, investigates what the trends are, in terms of the most present management principles and guidelines, evolution over time and the relationship between them and the thematic areas of innovation. To this end, the article starts from a literature review that maps these trends. Then, content analysis is applied to verify these relationships based on the finalist initiatives of the Federal Public Management Innovation Award (PFIGP) from 2007 to 2015. The empirical results confirm that 90% of them have at least one post principle/guideline -NGP, the most common being collaboration/partnership; coordination/control and participation/engagement, with few differences between finalists and award winners. When comparing trends according to types of innovation (thematic areas), it is noted that heterogeneity between them is the rule. The most frequent type, new institutional arrangement, is related to collaboration and partnership, while initiatives in the middle area, such as budgeting and evaluation and monitoring, present less common principles/guidelines, with the strengthening of bureaucracy and leadership.”
