Impact on Academic and Professional Training in Other Brazilian States and Regions Located in the country's capital, in the central region of Brazil, the IDP Professional Master's Program in Public Administration meets a demand not only in the Central-West region and/or more specifically in the Federal District, before, however, other states and regions of Brazil. Of the students who entered the Program's two selection processes in 2017, it is noteworthy that approximately 26.6% of students came from other Brazilian states. The demand is justified, in most cases, by the need to qualify state and municipal public servants, who find in the IDP Professional Master's in Public Administration an applied and flexible curriculum to respond to the most complex challenges found in these regions. Mayors, Secretaries (state and municipal), Attorneys, Councilors and members of the Legislative Branch (especially federal and state) rely on the Program to qualify their staff. Impact on Innovation Actions In the field of the Program's innovation initiatives, mention can be made of the course offered by Prof. Dr. Pedro Cavalcante, whose title is “Public Policy Laboratory: Innovation in Government”. The objective of this optional subject is to advance the understanding of innovation in the public sector based on applied theoretical approaches and practical case experiences. The focus of the course is the interactive and collaborative nature of innovative methods/tools aimed at solving public management problems. Also noteworthy is the professional performance of Prof. Dr. Leany Lemos. In 2017, while he was in charge of the Secretariat of Planning, Budget and Management of the Federal District, the “Innovation in Public Management of the Federal District - INOVADF” award, also known as Inova Brasília, was awarded, an award created by Decree 37648/2016 (Government of Distrito Federal) which aims to recognize and reward significant results achieved by work teams, through projects that demonstrate innovative management practices in various categories, such as: citizen service; efficient use of public resources; server appreciation; use of information and communication technologies; social inclusion; debureaucratization, etc. It should be noted that when the award was created, in 2016, it was the responsibility of the State Secretariat for Planning, Budget and Management of the Federal District, led by Profa. Leany Lemos, regulate the procedures for granting the InovaDF Award. When the Inova Brasília ceremony took place in October 2017, the professor also gave an important lecture on “Mechanisms for motivating public servants in the Federal District”. Still highlighting the professional performance of Prof. Leany Lemos on issues of innovation in public administration, we can highlight the professor's important participation in the IV Meeting of Municipalities with Sustainable Development (EMDS) promoted by the National Front of Mayors (FNP). On this occasion Prof. Leany Lemos participated in the debate “Municipal Planning and Budgeting and Innovations to Transform Management and Qualify Spending”. Impact on the Legislative Arena: The Participation of Teachers and Students in the Construction of Law Projects and in Legislative Consultancy The IDP's Master's Program in Public Administration has a large presence in the Brazilian legislative arenas, especially at the federal level, in the Chamber of Deputies and in the Federal Senate. The Program has two professors who are currently Legislative Consultants for the Federal Senate, namely professors Fernando Meneguin and Luiz Ricardo Cavalcante. It also includes Professor Suely Araújo, legislative consultant for the Chamber of Deputies, who in 2017 left her position to occupy the presidency of the Brazilian Institute of the Environment and Renewable Natural Resources (IBAMA). It is also noteworthy that Minas Gerais Senator Antonio Anastasia is a professor of the Program, as is Senator Jorge Viana, from Acre, who also teaches in the Master's Degree. Finally, it is noteworthy that among the students and graduates, Alexis Sales de Paula e Souza is a legislative consultant for the Chamber of Deputies. Impact of Bibliographic and Technical Production In relation to publications by permanent MPAP professors, 13 articles published in high-impact national journals stand out. Among the productions above, we highlight the article "Professionalization of Brazilian federal bureaucracy" by Professor Pedro Cavalcante and co-author, published in the Revista de Administração Pública (RAP), one of the most important Brazilian magazines in the area of ​​public administration. The article has 35 citations, according to Google Scholar and 6 citations according to Scopus. The work addresses a central topic for Brazilian public administration professionals, who make up approximately 90% of IDP students and a large part of the student body at other higher education institutions. Another notable article is the work of Professor José Roberto Afonso and his co-author: "IPTU: assessment of potential and use from the perspective of fuzzy set theory", published in the Revista de Administração Pública, with 7 citations, according to Google Scholar. The work addresses the potential for collecting IPTU in Brazil and demonstrates, using an innovative methodology, that most Brazilian municipalities do not use their full capacity to collect this tax. The conclusions of the article support the current debates on tax reform in Brazil. Still in its first year of existence, MPAP was also present in highly relevant international journals, with the articles below. Alexandre Gomide and co-authors: State capacity and utilities regulation in Brazil: Exploring bureaucracy. Utilities Policy Luís Henrique Paiva and co-authors: Behavioral insights in poverty reduction policies (No. 60). Policy Research Brief. International Policy Center for Inclusive Growth. The article by Professor Alexandre Ávila Gomide and co-authors, published in the magazine Utilities Policy, addresses the actions of “regulocrats”, that is, bureaucrats in the regulation sector. The article has 10 citations according to Google Scholar and addresses a central topic in the international literature on regulation. The article Behavioral insights and policies to overcome poverty, published by Professor Luís Henrique Paiva and co-author in the journal Policy Research Brief, has 5 citations according to Google Scholar. The article deals with the use of knowledge from behavioral economics to combat poverty, a topic that has gained great attention in academia and the press in recent years due to the recent economic crisis that shook Brazil. In 2017, permanent MPAP teachers were responsible for producing a wide range of technical products. The high technical production of the IDP teaching staff is the result of their insertion in public administration, which converges with the proposal of a professional program committed to training highly qualified public managers for the job market. These products include reports, technical notes, books and book chapters, texts in newspapers and magazines, interviews, among others. Among the technical products developed by our teachers in 2017, we highlight the document “Structuring a systematic monitoring and evaluation of the municipalization of social action in Angola”, technical consultancy provided by Professor Alexander Cambraia to the government of Angola. The consultancy was funded by the United Nations Development Program (UNDP) and the work involved the delivery of two technical products. The IDP Professional Master's Program in Public Administration has, from the beginning, demonstrated remarkable social insertion. The impacts of your faculty's publications, as well as the translation program implemented within the course, can measure the extent of the influence that the program exerts. Master's dissertations are also linked to this aspect, which, transformed into books, are used in the various lato and stricto sensu postgraduate courses and programs. Thus, aware of the impact that its activities represent for the community that surrounds it and in a manner consistent with its institutional mission, the IDP, especially through its Master's Program, remains attentive to the possibility of improving the extramural space, always concerned in ensuring that its activities produce direct and positive impacts on society. Part of its daily activities is sharing the most current debates established at the institution, spreading knowledge on public policies and government management to everyone, not just those who are regular students. This stance is a reflection of the care to promote the economic and social development of the region, with the IES functioning, especially through its Master's staff and activities, as a vector to disseminate knowledge and, consequently, increase social inclusion. The IDP Master's Degree is, possibly, one of the few national stricto sensu programs that maintain its own editorial line in partnership with one of the largest Brazilian publishers, Editora Saraiva. The IDP/Saraiva Series was born in 2007 and aims to offer works with scientific rigor and extensive research. Over these eight years, more than 40 works have been released by the collection. More than 100 thousand copies of titles in the series have already reached readers across Brazil. It should be noted that this series has a segment dedicated exclusively to Administration and Public Policies, which is made up of works that seek to contribute to a substantial academic collection, capable of supporting the most comprehensive contemporary discussion forums in this field of knowledge. It is noteworthy that the IDP/Saraiva Series is divided into the following segments: 1. Comparative Law Line – houses the works of renowned international jurists, whose ideas have stood out beyond borders. Thus, its primary purpose is to disseminate foreign works, translated into Portuguese, that the Series Editorial Board considers to be of significant interest to the Brazilian legal community. 2. Academic Research Line – is made up of works originating from dissertations from the IDP Masters in Constitutional Law and other programs of recognized national quality, which stood out for their rich content and the relevance of the topics analyzed. 3. Doctrine Line – comprises works by great Brazilian thinkers, jurists, indoctrinators and legal philosophers who discuss various branches of legal dogmatics. This line proposes new perspectives on major legal themes. 4. Administration and Public Policies Line – is made up of works that seek to contribute to a substantial academic collection, capable of supporting the most comprehensive contemporary discussion forums in the area of ​​Administration and Public Policies. Dissemination of Intellectual Production With the aim of disseminating the knowledge produced at IDP, maximizing the performance of its Master's Program, several measures have been adopted in order to facilitate access to academic production. In this sense, content is made available free of charge on the IDP's publication channels, such as lectures by the most renowned jurists available on the YouTube portal, digital books and scientific articles that can be freely downloaded in various publications. There is also an incentive for Professors, Graduates and Masters students to participate in television programs and interviews, talking about the research carried out. Through the E-books Portal (https://www.idp.edu.br/centro-de-pesquisa-cepes/e-books/), IDP makes digital books available for free download. The works represent the result of discussions in the Research Groups ongoing in the Master's Program, as well as the best works produced by professors and students of the IDP Master's Program, in addition to the work of professors and researchers from other stricto sensu postgraduate programs. . Since 2015, the IDP Digital Library, organized according to the Master's Program, has made more than 100 videos containing original material available for free download via its YouTube channel. The virtual video library records the various activities carried out in recent years by the IDP, including lectures, seminars and the various editions of the Brasiliense Congress of Constitutional Law. All material produced by the Institute and archived in the Library is now available in digital format. Various Social Impact Initiatives The IDP Professional Master's Program in Public Administration, in order to reduce entry barriers, granted eight 100% scholarships for the master's degree, one 60% scholarship and two 50% scholarships. It is noteworthy that the IDP School of Administration recently signed an agreement to grant 100% scholarships to those sentenced under the semi-open regime. In the last selection process, held at FUNAP on January 3, 2017, 5 candidates were selected for the undergraduate course in Public Administration. The intention, in the near future, is to extend this partnership to postgraduate studies as well. Finally, it is worth highlighting that as a form of recognition for various actions of a social nature, IDP received the seal of "Socially Responsible Institution", granted by the Brazilian Association of Higher Education Supporters, for the fourth consecutive year. The teaching staff is also responsible for social insertion, where they have important research projects for society, including partnerships and funding from other institutions, as shown below: - Prof. Dr. Alexandre Gomide: 1) research project (Infrastructure Policy Governance: institutional conditions for investment) - Funding: Inter-American Development Bank (IDB) / Institute of Applied Economic Research (IPEA); 2) research project (Government Coordination: concepts and functioning of the Government Center in Brazil) – Funding: Institute of Applied Economic Research (IPEA); - Prof. Dr. José Roberto Afonso: research project (Savings and Supplementary Pensions in Brazil) – Funding: Brazilian Association of Closed Supplementary Pension Entities (ABRAPP); - Prof. Dr. Luiz Ricardo Cavalcante: research project (Competition and Innovation) – Funding: Institute of Applied Economic Research (IPEA); - Prof. Dr. Pedro Cavalcante: research project: Government Center – Funding: Institute of Applied Economic Research (IPEA); receiving Financial Support for Participation in Academic Events, Short Courses or Technical Visits of a Scientific, Technological and Innovation Nature – Funding: Federal District Research Support Foundation (FAP-DF). Public Administration Training Course for High School Since its inception, the Master's Program has demonstrated concern with raising awareness among young people in the area of ​​Public Administration. As a way of addressing this concern, the Program has been offering free courses aimed exclusively at training high school students, primarily from public schools. The main objective of the course is to provide high school students with a space for discussion and debate about the main themes of Public Administration (education, social policy, economy, justice, relations between powers, among others) with professors from the Master's Program and the Graduation, in addition to invited authorities. These courses, over time, have gained great support from society. The latest edition of the Training Course in Public Administration: State, Development and Human Rights held by EAB/IDP had almost 500 registrants, of which 250 were selected for participation. From the first edition of the course, held in a classroom with 40 students, to the last, held in an auditorium with 250 participants, the growth in student interest was significant. For the last edition of the event, Master's and Undergraduate professors were invited, such as: CADE Advisor, Alexandre Macedo; Senator Antônio Anastasia (collaborating professor of the Program), Minister Weder de Oliveira (permanent professor of the Program) and the Minister of Industry, Foreign Trade and Services, Marcos Pereira. Student Research in Basic Education Interaction with basic education by the IDP Professional Master's Program in Public Administration also takes place through research that seeks to identify, diagnose and solve problems related to the topic. As the first defenses of the program took place at the end of 2017, an increase in dissertations related to basic education is expected in the following years, as several of them are already being developed by students.
