PURCHASE OF MEDICINES AS A SERVICE
The SUS has an inappropriate system of dispensation of drugs with frequent supply interruptions that imply constraints constant of the right to full health,
as there is no health recovery, if one of the main inputs is not present when it is necessary. The current legislation deals with this input as a common product, and
constant bids should be effective for the availability to SUS. Such a situation has the aggravation that the medicines are “tabulated” by Anvisa. It does not justify the determination of bidding
as a good, a product that is a fundamental part of a service - the whole must be responsible for the party, with the real risk of avoiding the ultimate purpose. The proposition is that
when dealing with medicines as a service there is an increase in positive externalities with reduction of aggregate expenditure to the state.
