IDP's PMPE stands out for its high degree of social insertion in different spheres of society. This insertion is manifested in numerous research and extension activities carried out by the Program throughout 2019 and 2020. The main example of PMPE's economic and social impact consists of the content of the master's theses developed, always prioritizing a practical application, which solve a concrete socioeconomic problem. In this way, students and graduates are directed towards strong participation in society, acting in public debate and aiming at the economic development of the country.

This economic, social and cultural impact of PMPE is especially highlighted by the fact that students are, almost always, professionals with relevant work in public bodies or private sector entities with close relations to the public sector. Thus, the knowledge acquired in PMPE has a direct and rapid impact on the institutions in which they work. As previously described, PPI students work in public banks, federal government ministries, state secretaries, regulatory agencies, CADE, among other important institutions.

Another example that denotes the economic and social impact of the Program consists of the training courses that are free and open to society.

Below, we briefly explain the two most important training initiatives for society carried out by PMPE during the program's biennium of activity.

Free Training Courses Open to Society

Open Space

In 2019, the IDP Professional Master's Program in Economics, in partnership with the institution's Master's Program in Public Administration, launched the “IDP Open Space”, which aimed to offer free mini-courses open to the public in the areas of public administration , economics and law.

In the first year of the project, between September and November 2019, 10 (ten) weekly short courses were held, held in person at the IDP on Wednesdays. All courses were 100% free and open to the public. The courses were mainly taught by professors from IDP's Professional Master's in Economics and Public Administration programs. In 2019, the following PMPE teachers participated in the initiative: Sérgio Jurandyr Machado, Leonardo Monteiro Monastério, Guilherme Mendes Resende and Pedro Fernando Nery.

In total, more than 2 thousand registered, and the event page was accessed almost 17 thousand times over the 10 weeks in which the course was held (between September and November 2019).

To increase the visibility and effectiveness of the dissemination of knowledge provided by the initiative, IDP recorded and made all meetings available online on the website created for the project ( http://espacoaberto.idp.edu.br ).

In the second phase of the project, carried out in the 1st half of 2020, due to the Covid-19 pandemic, the first IDP Open Space mini-courses were offered in online broadcasts, always publicly and free of charge. In this phase, a total of 12 courses were offered, with the participation of PMPE coordinator José Luiz Rossi Júnior and Carlos Eduardo Gasparini, for example.

In the Espaço Aberto IDP courses in 2020, emphasis was placed on the impacts of the pandemic on the Brazilian economy. The emergence of this theme, whose effects were felt on a global scale, was part of the agenda of the IDP Professional Master's Program in Economics, which, through the public and free offer of short courses, sought to offer subsidies for deepening the debate around the implications political and economic issues that the pandemic has caused in Brazil. To date, there have been almost 3 thousand views on YouTube of the courses taught at Espaço Aberto IDP.

Open Class

In the 2nd semester of 2020, motivated by the success of the Espaço Aberto Project and the perception of the importance that an educational institution has to play in a context of serious health, economic and social crisis, the PPG decided to expand the Espaço Aberto project. The “Open Class Project” was then created, which differs from its predecessor in three important characteristics: i) the courses offered are of medium duration (on average, 10 hours per course); ii) the project was expanded to other areas of the IDP, especially to the areas of communication and law; iii) for some courses, teachers from outside the IDP were invited. However, two fundamental characteristics were maintained: the courses remained completely open to society and 100% free.

Given the situation of recession, uncertainty and the stoppage of several essential activities, the Open Class Project was an innovative way that PPG found to contribute directly to society, through the offering of high quality scientific content on various topics related to the economy, public management, communication and law.

Despite all the adversity caused by the new Coronavirus pandemic, the “Open Class” therefore constituted an opportunity to expand access to free courses unprecedented in the history of IDP to students from all over Brazil, through online classes. The project has proven to be an unprecedented success. The economics and management courses alone, whose organization is under the responsibility of the PMPE in partnership with the IDP's PPG in Public Administration, brought together around 19 thousand live participants in 2020. There are more than 16 thousand hours of classes, distributed in 128 classes and with approximately 80 teachers involved. The course is rated with 86% approval/satisfaction from the participating public. As in its previous version, all Open Class project courses are available on the IDP website for later access (more information and details can be accessed on the Open Class evaluation dashboard - https://bit.ly/3nAt1Tb ).

The project has sought to include in its agenda several relevant, contemporary and current themes, related, for example, to social inclusion (such as the Diversity, Inclusion and Public Policies and Basic Income Citizenship courses) and gender inclusion (such as the course Women and Leadership, which had more than 1,200 registrants).

Laboratory for Assessment and Innovation in Public Policies (LAIPP)

During the biennium, the PPG launched the Public Policy Assessment and Innovation Laboratory (LAIPP - https://www.idp.edu.br/laipp ) as a pioneer in the country. LAIPP's strategic objective is to form a large network of researchers from different institutions in Brazil, building a collaborative environment whose potential impact is to provide public managers with knowledge of the impacts found in experiments published in the most renowned international scientific journals.

The LAIPP is based on a diagnosis: a large part of scientific knowledge, particularly in the evaluation of public policies, does not have an effective influence on the design and redesign of public policies in the country due to the difficulty for public managers to access this knowledge. There are several potential obstacles: the complexity of statistical and econometric models, the plurality of journals in which these works are published, knowledge of foreign languages, among others.

Aiming to fill the gap between the knowledge generated through scientifically rigorous evaluations of public policies and the knowledge used to implement public policies and social programs in the country, the LAIPP network of researchers seeks to synthesize, in clear, accessible and intuitive language, articles scientists who sought to evaluate policies and programs in Brazil and abroad. The central objective of LAIPP is, therefore, to assist public management professionals in making decisions through the dissemination of scientific knowledge about public policies in language that is easy to assimilate for the broad public. Inspired by initiatives such as the Abdul Latif Jameel Poverty Action Lab (J-PAL), LAIPP has served the fundamental purpose of connecting evidence from rigorous academic studies with decision-making by public agents in Brazilian public administration.

LAIPP products include articles summarizing the findings of empirical studies published in high-impact academic journals. These articles are written in accessible language by economists and researchers specialized in empirical studies. With its own network of researchers, the initiative synthesizes, in clear, accessible and intuitive language, work and evaluations of public policies in the most diverse areas of knowledge, carried out in Brazil and around the world. Following a planned method, each publication details and explains the main scientific discoveries in each article, in order to reduce or eliminate the obstacles inherent to reading research with a high level of complexity. Thus, it is hoped to reduce the gap between academic debates and the understanding of society as a whole.

To date, the laboratory has nine collaborators, three coordinators and six researchers, all with a minimum master's degree, comprising professionals from five Brazilian federal universities (UFG, UnB, UFPel, UFPB and UFMG). Since its foundation, 67 scientific articles have been synthesized and published, twice a week, so the initiative is expected to exceed a hundred publications by the end of 2021. To date, the LAIPP blog has registered 8,486 hits.

Podcasts

An important aspect adopted by PPG to increase its social impact was the increase in the supply of free knowledge to society. We saw how this aspect translated into the offering of several open and 100% free training courses. Another initiative in the same direction was the launch of podcasts.

The IDP podcast project was launched by the IDP Professional Master's in Economics program. The first podcast launched under the project was “Economisto”, aimed directly at the areas of public administration and economics. Conducted by NDP Pedro Nery and aims to discuss topics related to the economy and public policies. In the first season, the theme was inequality. Academics, jurists and opinion makers talk about how to build a fairer country. Currently, the podcast already has more than 30 episodes and an average of more than 1,500 weekly listeners. The episodes and guests on the podcast can be consulted via the link: https://www.idp.edu.br/podcasts/economisto

Another Podcast launched by the program was Ctrl+Enter. Led by NDP Leonardo Monteiro Monastério, the Podcast addresses sharing strategies and challenges about using data in research with the best professionals from the private sector, government, NGOs and academia about the pains and delights of working with data today. To date, 14 episodes have been aired, covering the most diverse topics and with the participation of renowned national and international researchers.

REGEN Management, Economics and Business Magazine

Fulfilling one of the aspects considered most relevant, PPG launched, in 2020, REGEN Revista de Gestão, Economia e Negócios. With biannual publications and a broad scope involving economics, administration, finance, public management and other topics related to Applied Social Sciences, the first two editions were launched in 2020 and the journal has ISSN 2676-0185. The expectation is that a better classification will gradually be observed in the Qualis strata. The periodical is called Revista de Gestão, Economia e Negócios, the same name as the School that brings together IDP's professional Economics and Public Administration programs.

The Empirical Economics Bulletin

At the beginning of 2020, the Empirical Economics Bulletin was created, which is the official journal of the Empirical Economics Research Group. Under ISSN 2675-3391, the publication is published bimonthly and has established itself as an important space for debate and discussions on the economic agenda and Brazilian public administration through articles, texts for discussion and technical opinions that highlight the professional nature of the Economics Programs and in Public Administration. Some students and graduates of the Public Administration Program published unpublished texts in this journal, which has successfully disseminated the bibliographic and technical production of the IDP's professional Economics and Public Administration programs, in addition to external scientific production.

Agreements and Partnerships

The MPE also includes a series of agreements with other institutions, which reveal the capillarity of the IDP across sectors of the economy and the broader job market. Below we list some of these agreements in force during 2020.

● AFIPEA - Association of IPEA Employees
● ANTC - National Association of External Control Auditors of the Audit Courts of Brazil
● ANEINFRA - National Association of Infrastructure Analysts
● ANESP - National Association of Specialists in Public Policies and Government Management
● ANFIP - Association National Tax Auditors of the Federal Revenue of Brazil
● ASSECOR - National Association of Public Servants Planning and Budgeting Career
● BANCORBRÁS - Bancorbrás Hotéis e Turismo Ltda
● FEDERAL CLUBE - National Federation of Federal Police Officers
● UNAREG - National Union of Career Servers of Federal Regulatory Agencies

Even more relevant, over the 2 years of activity, the program has established a series of partnerships with public bodies, which have periodically sent employees to train in the PPG. Throughout the program's time of activity, there were more than 30 financings, coming from 20 different institutions.
